Many of you may have read or heard about Hurricane Katrina, the worst natural disaster in US history that struck Mississippi on 29 August, 2005. You may not have heard as much about the incredible opportunities in rebuilding and renewal that are currently available in Mississippi. I want you to know that Mississippi has made significant progress in developing stronger business relationships with many international corporate citizens – and not even a Hurricane Katrina can stop us from continuing to do so.

European investment in Mississippi accounts for a significant number of jobs in Mississippi, which is playing an important role in shaping international commerce. With efficient deepwater port facilities, a distribution infrastructure second to none, foreign trade zones, a business friendly environment and generous investment incentives, Mississippi’s international reputation continues to grow, especially among our existing European investors.

Let me add a few other comments about our business climate. The Gulf Opportunity (GO) Zone Act of 2005 provides federal tax incentives for development projects in areas affected by Hurricane Katrina. Mississippi’s business climate improved markedly with the passage of the Tort Reform Act of 2004, which the Heritage Foundation described as the most comprehensive in any US state. With a broad package of generous incentives, Mississippi is an ideal place for business start-ups, relocations and expansion. We are serious about economic development and about meeting the needs of businesses.

In 2004, Mississippi activated a new approach to long-range economic planning known as Momentum Mississippi, whose innovative ideas are drawn from the best practices of the public and private sectors. This approach realigned our economic development incentives to match the growth sectors of the economy and provide incentives for higher paying jobs. In short, it is working to make Mississippi a recognised leader in economic development within the US and internationally.
